Setting Multiple Restrictions of the Rule
To set multiple restrictions on a rule based on various user roles, countries, and cart amounts in the WooCommerce Payment Method Based Fee and Discounts plugin, follow these steps:
Go to WooCommerce > Payment Fee and click the “Add New Fee/Discount” button to create a new rule.
Configure Restrictions:
Scroll down to the “Restrictions” section in the rule creation page.
User Roles

Publish the Rule:
